If he wanted to be more aggressive, he could do B9 TUMBRIL to have some sort of nice scoring spot on his next turn, the W can serve as a good tile for hitting 13I plays as well as WEFT options on Row 7 as a backup if he draws consonants. He would have 7E RAW as a nice backup option for example.
